Shelley Hopkins Acting C.F.O. & Comptroller (Financial Services)

Shelley Hopkins was appointed Acting Chief Financial Officer & Comptroller of the University of Manitoba, effective July 2, 2025.

Shelley joined the University of Manitoba in 2021 as Executive Director, Financial Planning and Budgets. In this role, she has led the University's institutional financial planning, forecasting, and budget management processes, supporting executive decision-making and long-term fiscal sustainability. Prior to joining the University of Manitoba, Shelley held a series of senior leadership positions over 21 years with the Winnipeg Regional Health Authority, including Chief Financial Officer, Divisional Director of Financial Planning, and Administrative Director. Earlier in her career, she gained extensive experience in financial management through roles such as Manager of Finance at EDS Technologies for five years and Accountant at Manitoba Hydro for over four years.

Shelley graduated with a Bachelor of Commerce (Honours) in Accounting from the University of Manitoba and holds the professional designations of Chartered Professional Accountant (CPA) and Certified Management Accountant (CMA).

As Acting Chief Financial Officer (CFO) and Comptroller, Shelley is responsible for coordinating the activities of Financial Services, Procurement Services, Treasury Services, and the Financial Planning and Budgeting Office in support of the University's strategic priorities.
